Meet Retired Special Agent in Charge

James Ward

With over 34 years of law enforcement experience, James E. Ward has served as the Special Agent in Charge for the Department of Homeland Security, Office of Inspector General since 2011.  He is a seasoned executive and investigator with expertise in various areas, including narcotics smuggling, financial, fraud, child pornography, terrorist, immigration, intelligence, strategic, whistleblower, qui tam, and internal investigations. Previously, Mr. Ward also served as Acting Assistant Special Agent in Charge, and the Resident Agent in Charge for the Department of Homeland Security, Homeland Security Investigations (HSI), Office of Investigations.

Mr. Ward has held essential management positions for the National Security and the Smuggling Units, overseeing cross-functional interdisciplinary teams comprising of intelligence specialists from various agencies such as Department of Defense, Customs and Border Protection, and Homeland Security Investigations.  His law enforcement journey includes graduating from the Jackson County Sheriff Academy, Missouri Highway Patrol Academy, Department of Interior Conservation Agent Academy, and the United States Customs Service Criminal Investigator Academy.  Mr. Ward earned a Bachelor of Science degree in Criminal Justice Administration from Missouri Southern State University.  Throughout his esteemed career, he has garnered commendations from federal and state agencies, including the United States Attorney Offices, United States Secret Service, Jackson County Sheriff Department, Motion Picture Association of America, Major League Baseball Association, and others.

  • Conduct mock inspections to ascertain potential risks and vulnerabilities; as well as to develop comprehensive action plans.

  • To conduct data research and compliance analysis to increase productivity and transparency.

  • Prepare in-depth risk and compliance assessments to management and executives regarding operations & administrative findings.

  • Review business policies and procedures and make formal recommendations to management team and executives.

Management Consulting

  • Provide management leadership and coaching experience regarding criminal, civil, administrative matters.

  • Human relations and management advisement while building internal partnerships.

  • Crisis management and physical security assessment and offering comprehensive training, i.e., active and e-learning.

  • Consulting and advising internal attorneys regarding a myriad of potential criminal, civil, or administrative violations.

  • Provide technical advisement.
